Registered Sex Offender Policy
FSBC Phoenix recognizes our obligation to take reasonable steps to protect our church community from registered sex offenders. Our policy is as follows:
Under no circumstances shall a registered sex offender be allowed to participate in church activities primarily including minors such as Sunday School, Preschool/Children’s Choir, Vacation Bible School, Children’s Camp, etc.
As an employee, member, or attender of the church community, if you become aware that a member or guest is a registered sex offender, you are obligated to notify a member of the ministerial staff so that reasonable, appropriate steps can be taken.
The Pastor, following the established protocols below, is the ONLY employee or member authorized to sign on behalf of FSBC Phoenix any consent form granting permission to a registered sex offender to worship or participate in other FSBC Phoenix events.
- A request for participation by a registered sex offender is first reviewed by the Pastor.
The request may be denied in the sole discretion of the Pastor, without appeal.
If the Pastor approves, then step #2 is initiated.
- A request for participation approved by the Pastor is reviewed by the entire ministerial staff.
If there is not unanimous consent, the request is denied, without appeal.
- A request for participation approved by the Pastor and ministerial staff is reviewed
by the Preschool/Children’s Committee. If there is not unanimous consent, the request is denied, without appeal.
- A request for participation approved by the Pastor, ministerial staff and Preschool/Children’s Committee is reviewed by the Leadership Council. If a 90% affirmative vote IS NOT achieved the request is denied and there is no further appeal. If a 90% affirmative vote IS achieved the request is granted, but the church body must receive advance notification in writing of the person, circumstances, etc. (similar to the notification protocols utilized by the Phoenix Police Department of a registered sex offender living in the area).
